The Journey
Trinity Fellowship Church stewarded decades of faithful service to the SE Portland community.
In 2021, they gifted to All City Church the building, land and ministries with a belief that this young church plant would be instrumental in reaching people who were far from God and would faithfully help grow disciples. Since that time, hundreds of people have accepted Jesus and were baptized and the community surrounding All City has been served with radical hospitality and love.
In January 2025, out of a desire to grow in stability, outreach and connection, All City formally joined Willamette Christian Church (known as OneChurchPDX) as one of five campuses across the city.
Since that time, All City became a treasured member of the OneChurch family, and together we have sought ways to keep reaching people for Jesus and strengthening ministries for the purposes of discipleship and outreach.
In early spring, as we assessed the current ministry of All City, we acknowledged that although there were many areas that were flourishing, we also had significant ministry fragility — finances and staffing needs, as well as a large building and property to maintain, one in which is not propionate to the size of the congregation. We recognized that the current facility of All City would need serious updating and financial investment. That, coupled with the knowledge that our ministry leadership team would undergo the departure of two key leaders (Seth and Beka Overby), meant significant building and staffing investments.
In late spring, we reached out to *Sacred Spaces with a question about whether there were other churches that may be interested in purchasing the All City building, so that with those proceeds we would find a location that was more conducive to our ministry needs. Our plans were to invest the proceeds of that purchase into relocating All City to a location that would require less infrastructure investment, while remaining in the neighborhood. We would also begin the process to rebuild the staffing losses.
*Sacred Spaces is a non-profit led by Daniel Anderson, and their mission is to ensure that legacy buildings stay in the faith community.
Almost immediately, Sacred Spaces introduced us to Andrew Damazio of Rose Church who was in search of a future church home that could solve their parking and space constraints. Rose is an eight-year old church in Portland with a deep commitment to Jesus, and over 4000 people who call their church home. Rose’s architects and contractors began doing the necessary work with the city to determine how much renovation work, and increased occupancy, they could implement to satisfy the growing needs of their ministry. That exploration and conversation continues and the final answers have not been arrived at yet. But what started as a building conversation quickly turned into a shared ministry consideration.
What started as a discussion about selling a property and finding the right long-term home for the All City ministry transitioned over time into a conversation about what it might look like to combine the ministries to serve the city. Rose’s initial response to considering the property was to offer ideas on how they could serve the people of All City and they invited us to consider the idea of combining ministries. Their desire to enfold All City into their ministry and create more sustainable and immediate health and offerings remained true even if they could not renovate the current property. Leadership of both churches began to pray and explore more seriously what this might mean, both with a heart to ensure that 1) the All City family would be honored and cared for, and 2) the name of Jesus would be uplifted and that Kingdom impact would be our overarching aim.
After a prayerful journey, which has included Joe and Andrew spending many hours getting to know each other, OneChurch made the decision to gift the building and the ministry to Rose Church. We believe that the goals and prayers of both Rose and All City can be better realized if they join to serve the community — and that Rose can provide the sustainable, active and thriving ministry to complement what is currently hosted by All City. The opportunity for Rose to be poised for expansion and All City to benefit from hundreds of additional experienced and mature leaders and servants in all areas of ministry has truly felt like a God-ordained gift.
We know that it is a major change, but we pray that everyone who currently calls All City their home will transition to Rose. As of October 4, 2026 All City will join with Rose Church. Andrew Damazio will be the Lead Pastor, and Joe Gruber will be the Pastor for “I Love My City” for Rose Church.

Rose Church began in 2017 with 22
people in a living room in Vancouver, WA. We officially launched in February 2018 at the Bossanova Ballroom, and just two years later, God opened the door for us to purchase our own building in the Laurelhurst neighborhood. Now, years later, we remain committed to building big people in God, strengthening families, serving our city, and reaching the Portland metro with the message of Jesus.
Pastors Andrew and Julia, the founding pastors of Rose Church, have served in full-time ministry for over 20 years. They met at Portland Bible College while earning their degrees in Theology and spent eight years as youth pastors before seeking God’s next step. After a year of prayer and preparation in Seattle at Churchome, they returned to Portland with a deep love for the city and launched Rose Church in the spring of 2018.
Andrew and Julia are proud parents to three children: Cruz, Quinn, and Rhodes.

Sunday gatherings are similar in nature and design to what All City currently experiences, however, they are currently serving hundreds more people each morning. Their gatherings are about 70 minutes in length, and are times where the body comes together to worship, pray and learn about Jesus. Kids and student programs are robust and healthy, and adult gatherings include prayer, worship, and bible-based teaching. Hospitality is a core value for Rose, and many people serve on Sundays to help people navigate the unique challenges of their location at 3212 SE Ankeny Street, Portland, OR 97214. Parking is the biggest challenge and they have developed very comprehensive plans (including using golf carts and LOADS of signage) to help people successfully park and join the gatherings.
Joe will join the Rose Staff as Pastor of “I Love My City”, a role that has been on Rose's heart for 4-5 years to provide outreach to the city. This role will further strengthen the relationships that have been forged by both churches with The Harbor, Shepherd's Door, and many other ministries. Beth Wagner and Lyndsey Parsons are highly valued and will have an opportunity to be considered for roles at Rose or to receive a generous severance. Lauren McCullough recently moved into a central services role within OneChurch as the Communications Manager, supporting All City, New Hope and Hope City. She will continue in that staff role managing Comms for New Hope and Hope City. Since All City is her faith community, she will also make the transition to Rose, join a Connect Group, and identify ways she can contribute by volunteering. Claire Newrones is also on the central services team and will switch roles to focus on one of the remaining four campuses, and continue to be in community with OneChurch, which she’s been an integral part of for many years. Seth and Beka Overby have recently transitioned off All City Staff, but they believe this change is something very special and are excited about all Jesus has in store for them and their beautiful family.

In the near term, as of October 2026, all Sunday gatherings will be hosted at the Rose campus. Plans and construction will ensue to accommodate Rose at the current All City building, to include increased meeting and lobby space for Sunday gatherings, updated spaces for kids and youth, outdoor space to serve ministry and the community, and additional parking.
Rose has agreed that in the event they cannot move all gatherings to the campus that the property will stay committed to gospel-centered ministry. Expansion of the Kingdom is at the heart of this, and we believe these two ministries can benefit the city together farther and faster even if the property cannot be renovated and seating occupancy increased. If the building capacity cannot fit the long-term ministry, a search for a new permanent location will commence.
Currently, there are many groups and ministries that meet and utilize the property, and we plan to leverage the building for these purposes. We will address each partner individually and with as much care and support as possible should a future transition need to happen. We have renewed the Slavic Christian Academy lease for the upcoming school year, and we will host AA and NA.
Absolutely! The heart of both churches is to serve others and there are even more needs for leaders and volunteers. During this transition, we will take extra care to help you see where there’s a place for you to serve. You are cherished, needed, and wanted as we come together.
It has never been about whose name is on the church sign but about the name of Jesus being honored. We clearly see how God has written a story that none of us could have foretold or anticipated. We believe this joining of two ministries that love Portland and share so much in common will point to a beautiful story of unity and will provide many more opportunities to share the love of Jesus with a city that desperately needs to experience that love.
We know that for some, this decision is really hard. It means going someplace new, creating new rhythms, and experiencing a change to what has become a key part of your life. We want you to know we do not take lightly what you may feel and we are praying daily for you. We recognize the impact for All City to join Rose, and the short term impact for Rose if there is a need to add a service to support this season — and we are humbled that people will be sacrificially generous as they walk this out. Being faithful to Jesus while working together to see the expansion of the Kingdom is at the heart of this. We believe that these changes will have immediate and long-term positive impact for the Kingdom, and for those who claim this as their church home.
We truly hope that everyone will take this season to explore and lean into Rose Church to see what a beautiful community it is. We believe that the combination of All City and Rose will make an even more incredible church of people who are pursuing Jesus together. If the fit isn’t right for you, we will do everything possible to help introduce you to other churches, including those that are part of the OneChurch family (New Hope, Hope City), and other healthy churches in the area.
We know that this change may impact people differently and we want to respect each person through this process, as we seek to care well for them. We ask for your prayers for the transition. We ask for you to lean in, and to seek to join in the future with Rose.
Also known as OneChurchPDX, the four campuses including Willamette Christian, Beaverton Christian, Hope City and New Hope are healthy and strong and will continue to serve the communities in which they reside. Additionally, OneChurch will continue to provide services to the broader church of Portland through The Hub for Pastoral Flourishing.
What's Next?
